About the role:

UN Special Rapporteurs are UN-mandated, independent experts tasked with reporting and advising on human rights. They are expected to prepare thematic reports to the UN General Assembly and the Human Rights Council; to send “communications” to governments on the basis of information received concerning alleged violations of human rights; and to conduct two country visits each year. They also have complete freedom to pursue the priorities they deem most pressing to their mandate through inter alia preparing thematic studies, developing human rights standards and running awareness-raising campaigns.

The UN Special Rapporteur on extreme poverty and human rights is seeking a highly motivated Advocacy and Research Officer to join his team. The role entails leading the mandate’s advocacy and research efforts with a view to informing and advancing the Special Rapporteur’s priority issues, thematic reports and country missions.

 

Responsibilities:

Advocacy

  • Advance the Special Rapporteur’s Beyond Growth Initiative, including maintaining and strengthening the Beyond Growth Alliance and coordinating the development of a ‘roadmap for eradicating poverty beyond growth’.
  • Develop and implement high impact advocacy strategies for the Special Rapporteur’s other priority issues including inter alia the Global Fund for Social Protection, the non-take-up of rights, discrimination against people in poverty and in-work poverty, as well as topics of future thematic reports such as the participation of people in poverty in economic decision-making, the care economy and mental health.
  • Maintain a strategic overview of global processes, discussions, developments, and events towards which the Special Rapporteur can contribute, particularly around the post-2030 Agenda, and create channels for influence.
  • Work with the team to organize events and consultations in support of the Special Rapporteur’s reporting obligations and other priorities.
  • Work closely with the mandate’s Communications Advisor to support communications strategies.
  • Create and maintain the mandate’s stakeholder management database.

Research

  • Conduct primary and secondary research in support of thematic reports, communications and country missions.
  • Produce briefing notes, talking points and background papers on topics as required by the Special Rapporteur.
  • Manage and supervise a small pool of research assistants, interns and other researchers producing materials relevant to the priorities of the Special Rapporteur.

 

Qualifications and experience:

Education

  • A doctorate (PhD) or master’s degree in law and human rights or social policy, economics or a related field with a strong knowledge of human rights.

Experience

  • A minimum of five years of relevant work experience in human rights, poverty eradication or social policy.
  • Proven experience of developing and implementing successful influencing strategies to achieve results at international level.
  • A strong understanding of complex policy issues related to global poverty and human rights.
  • Proven experience of producing rigorous and compelling research papers, briefing notes or other materials.
  • Experience of working as part of a multi-disciplinary team to deliver on projects/strategies.

Skills

  • Excellent oral and written skills in English are required. Excellent oral and written skills in French are desirable. Other language skills, particularly UN official languages, would be an asset.
  • Strong interpersonal skills and the ability to work well under pressure while juggling multiple tasks.
  • Excellent computer skills, including proficiency with MS Office applications.
  • Strong organizational skills.
