Grounding the EU Anti-Poverty Strategy in human rights

Based on the conclusions from his 2020 mission to the European Union, his thematic reports on the eradication of poverty, and ongoing conversations with European governments, policy-makers and people in poverty, the United Nations Special Rapporteur on extreme poverty and human rights, Olivier De Schutter, has updated his initial contribution to the first-ever EU Anti-Poverty Strategy, submitted on 15 October 2024, to emphasise the added value of grounding the EU Anti-Poverty Strategy in a human rights framework.

He submits recommendations on the following six areas:

  1. Effective participation of people in poverty as an opportunity to co-design solutions
  2. Access to social services
  3. Funding of social services
  4. The future of the Child Guarantee
  5. Social mainstreaming: assessing impacts on poverty and inequalities across all EU policies
  6. The role of national anti-poverty strategies
